The City of San Francisco and its numerous departments managed hundreds of independent address databases with no common linkage. Most of these databases were not georeferenced.
Farallon Geographics and City IT staff have developed and deployed an authoritative, centralized database of building addresses for use throughout City government. This Enterprise Addressing System (EAS) also known as a Master Address Database will reduce errors and prevent duplicative effort by enabling all City departments to access address data from a single location. The secure, web-based EAS solution will incorporate the geospatial location of addresses, allowing address points to integrate with other georeferenced data such as and the City’s street centerline network, Assessor parcels, and census information. Spatial capability also enables the EAS to intelligently apply business logic and spatial validation rules to automatically maintain the integrity of the system.
The San Francisco Enterprise Addressing System development project includes:
- Development of an address database schema within a spatially-enabled database.
- Development of a browser-based address data maintenance application.
- Use of Open Source software for all components (e.g., PostGIS, GeoServer, OpenLayers, GeoDjango). PostGIS, GeoServer and OpenLayers projects are supported by OpenGeo, a Farallon partner.
This application was developed with Farallon’s flexible, extensible and cost-effective framework and uses Open Source technologies. It will manage over 400,000 address records. It enables more accurate tax assessments, enhanced City construction and redevelopment planning and streamlined environmental analysis as well as saving the City substantial expense through reduction in errors and duplication
The code for this solution will be released to the non-profit Civic Commons, as Open Source, for use by other cities or government offices.

The EAS system automatically flags address data in need of attention when related City data (such as parcel data) are updated. Users can then see a list of these address from the web application and apply the proper edits to correct any issues.
The EAS system provides a powerful set of workflows for identifying addresses in the system that are in need of edits and allows users with the proper credentials to review and approve edits directly from the web application before they are applied to the system.
