Challenge

The City of Fairfield wanted to upgrade its slow and outdated property review and notification application. The application is used by the City to query and display property ownership, taxation, and jurisdiction information on a map. It is also used to create mailing labels for making citizens aware of impending changes that may affect their property or their quality of life, such as re-zoning, granting a specific use permit or variance, or replatting property into a new configuration. Any of these can have a potential impact on the adjacent properties, and the City is required to notify all property owners within a certain number of feet of the subject tract of the changes and any associated planning hearings. Using the legacy-based application, property notification was time and labor intensive.

Solution

Using Farallon’s flexible and cost effective framework, Farallon developed a web based property review and notification application utilizing the City’s existing ArcGIS Server technology along with Google Maps basemap data. Property data from the City’s ArcSDE geodatabase is streamed into the application and overlaid on top of high quality satellite imagery, street, and terrain data. ArcGIS Server powers the spatial analysis required for property notification. The application was developed using Microsoft’s ASP.NET MVC architectural pattern.

Properties may be located by either clicking on the map, or using the application’s search engine to find properties by address, owner name, or assessor parcel number. The AJAX-based search engine suggests potential matches as a few letters are entered. After selecting a search result or clicking a parcel on the map, the application opens a report window that contains detailed property information.

This report window allows users to easily generate a printer friendly report or perform a notification task. For a selected property, a user enters the required distance and the application opens a window that displays all properties that lie within that range, using different colors to define relevant property boundaries. This information can easily be exported to Excel for analysis and quick creation of address mailing labels, saving many hours of manual work.

The application improves access to critical information and dramatically improved the ability of City personnel to respond to citizens’ requests for information and guidance while increasing efficiency and reducing costs. Since the application was developed using Farallon’s flexible and cost effective framework, it is easily expandable to support additional functionalities such as permit management and business licensing.
